Suspend tariff reductions for some products under the Economic Cooperation Framework Agreement

On December 21, 2023, according to the website of the Ministry of Finance, the Customs Tariff Commission of The State Council issued a notice that Taiwan unilaterally adopted discriminatory prohibitions, restrictions and other measures against the export of mainland products, in violation of the provisions of the Economic Cooperation Framework Agreement across the Taiwan Straits。According to the "Cross-Straits Economic Cooperation Framework Agreement", the Customs Tariff Commission of The State Council decided to suspend the tariff reduction of some products under the "cross-Straits Economic Cooperation Framework Agreement" in accordance with regulations and procedures。It is hoped that the Taiwan region will take effective measures to remove trade restrictions on the mainland。

The Catalogue of Technologies Prohibited from Export and Restricted from Export of China was revised and released

Singapore will suspend remittances to China through non-bank and non-card channels

China and Australia Customs "Certified Operators" (AEO) implementation of mutual recognition

The China-Nicaragua Free Trade Agreement came into force and implemented tax cuts

China and Nepal signed the Free Trade Agreement on August 31, 2023, which will come into effect on January 1, 2024, and the two countries will achieve a high level of mutual openness in such areas as trade in goods, trade in services and investment market access。

The UAE has banned the import of single-use plastic products

According to Ministerial Resolution No. 380 of 2022 issued on January 10, 2023, the United Arab Emirates (UAE) has banned the import, production or circulation of single-use plastic (including biodegradable plastic) shopping bags from January 1, 2024。

From January 1, 2026, the import, production or circulation of most other single-use plastic products will also be banned。Items such as soft drink cups and LIDS, spoons, forks, knives, chopsticks, plates, straws, stirrers, food containers and boxes made of foamed plastic are all affected。The resolution also urges businesses and consumers to adopt practices that reduce the production and consumption of single-use plastics, such as plastic packaging, during this period。
The ban exempts the following products: thin paper bag rolls that meet Department of Climate Change and Environment (MCCE) specifications;Products clearly marked for export or re-export only;Disposable bags and items made from materials recycled in the UAE;And any goods or materials exempted by government agencies。

According to Yonhap news agency, in order to strengthen industrial competitiveness and reduce the price burden, South Korea has lowered tariffs on 76 kinds of goods。The Strategy and Finance Ministry announced a legislative notice of the 2024 Regular flexible Tariff Plan, which will take effect on January 1 after going through relevant procedures。

In terms of strengthening industrial competitiveness, the main commodities involved are quartz glass substrate, lithium nickel cobalt manganese oxide, aluminum alloy, nickel ingot, dispersed dyes, feed corn and so on。
In order to stabilize prices, quota tariffs will be applied to food products such as potato modified starch, sugar, peanuts, chicken and egg processed products, as well as LNG, LPG and crude oil。

South Korea revised the implementation rules of the Special Law on Import Food Safety Management

The website of the National Legal Information Center of Korea recently issued the Prime Minister's Order No. 1918, revising the implementation rules of the Special Law on the Management of Imported Food Safety。Effective December 14, 2023。主要内容:

Iraq imposes tariffs on imported goods, including gold

According to Cabinet Resolution No. 23672 of 2023, the Iraqi Border Crossings Authority announced that tariffs will be imposed on imported goods, including gold, from December 1, 2023 to support business development and regulate the import process。

A fixed tariff of 2 million Iraqi Dinars for 20-foot containers and 3 million Iraqi dinars for 40-foot containers。
Adjust the additional duty on tobacco and cigarettes from 20% to 10%。

Armenia's duty-free import of electric vehicles has been extended

In 2019, Armenia approved the exemption of value-added tax on imports of electric vehicles until January 1, 2022, after which it was extended until January 1, 2024, and will be extended again until January 1, 2026。Thanks to the exemption from VAT and customs duties, Armenia's imports of electric vehicles have increased significantly。

 

Brazil reinstates import taxes on new energy vehicles

The Foreign Trade Committee of the Brazilian Ministry of Industry and Trade announced that the import tax on new energy vehicles such as pure electric, plug-in and petrol-electric hybrid vehicles will be restored from January 2024, and the tax rate will be gradually increased, and it is expected that by July 2026, the relevant tax rate will rise to 35%。

From December 13, for installment payments of new imported goods with customs registration, banks can enter the foreign exchange market without the prior consent of the Central Bank, provided that the payments follow the schedule of the predetermined type of goods。时间表如下:
a) The FOB value of fuel and electricity can be paid immediately from the date of entry customs registration。
b) Within 30 calendar days from the date of entry customs registration, medicines and/or raw materials used in local pharmaceuticals, as well as other goods related to health care, may be paid for。In addition, it is possible to pay for fertilizers, plant protection products and/or raw materials for local production。
c) The maximum payment period for complete motor vehicles and other final goods is 180 days。
d) For other goods, the payment of the FOB value may be completed within the following time period calculated from the date of entry customs registration: 25% from 30 calendar days;25% additional from 60 calendar days;25% additional from 90 calendar days;The remaining 25% from 120 calendar days。
Freight and insurance fees agreed with the seller may be fully paid from the time the goods are acquired by the importer。

 

Argentina has made preliminary anti-dumping rulings on China-related zippers and their parts
